Framework for Improving Student Outcomes

The Framework for Improving Student Outcomes (FISO) is a continuous improvement framework for all Victorian government schools. The current version, FISO 2.0, has been designed to place learning and wellbeing at the centre of school improvement and is a direct response to the findings of the Royal Commission into Victoria's Mental Health System with advice from the profession.  


The FISO comprises of:

  • 2 outcomes of Learning and Wellbeing
  • 5 core elements of Leadership, Teaching and Learning, Assessment, Engagement, and Support and Resources
  • 10 dimensions that underpin the elements and indicate priority areas of practice to improve students' learning and wellbeing

Seaford Park Primary School prepared a four-year School Strategic Plan (SSP) in 2019, in consultation with the students and a panel consisting of an independent reviewer, principal, staff representatives, school council representatives, the Senior Education Improvement Leader (SEIL), and external advisors.  The School Strategic Plan consists of three overarching goals:

  1. To improve student outcomes in literacy and numeracy
  2. To improve student positive climate for learning
  3. To improve student wellbeing, inclusion and engagement.

These goals and targets are addressed on an annual basis through our Annual Implementation Plan (AIP).  Each AIP is designed to inform the focus and direction of Seaford Park Primary School across the four years of the School Strategic Plan. Due to the disruptions caused by COVID-19, the goals of the AIP in 2021 and 2022 were adjusted to focus our attention on the wellbeing of the students in our school, followed by a focus on ensuring that the students continued to learn and progress in spite of the barriers.
